In my opinion it would be beneficial to use the project cycle management (PCM), which was developed by EU, or another project management approach that has been proved to be successful in terms of Town Twinning.

If we determine the initial point of the project as the ‘solution of a local problem or satisfying a prioritized need’ in other words if the project comes up to meet certain needs, the Town Twinning action sides and shareholders would adopt the process more tenaciously and the outputs of the process would be more satisfactory for everyone. In addition to this, in cases where the problem or the need is properly defined at the initial stage finding the right partner to Town Twinning action would become easier and more accurate. I believe that, the roles and responsibilities of the parties during the cooperation process should be writing down in a clear and easy-to-understand way in order to have a more manageable implementation period. During the Town Twinning action, it is also crucial to closely monitor what has been carried out in the field as well as the reports on paper.

I believe that, Town Twinning which will be with a solid design and practice phases would enhance the institutional capacities of our local authorities as well as building solid foundations for new cooperation’s.
